POWERS/PERMISSIONS
Charles Xavier is an extremely powerful telepath. He can read minds, alter memories, create illusions, control thoughts and many more.
RANGE: Effectively, in-game, his range is the whole of Bete Noire. However, unlike in canon, the farther his telepathic recipient is away from him, the weaker he is. This is something of an exponential drop-off. At the far reaches of the city, he could barely communicate with someone.
LIMITATIONS: The city's magic provides both assistance and interference with telepathy. If you don't want your character to be read, likely the excuse I'll use is some random magic current prevented it and/or made a false image.
PERMISSIONS: I will always ask before using telepathy, and there will always be notes on posts he's in and plots he's involved in.
